CASE STUDY – UGANDA
CHALLENGE
Kampala is one of the world’s fastest growing cities. Built on swampland, climate change is an existential threat and infrastructure has failed to keep pace. Challenges include access to basic services, chronic traffic congestion, slum housing and ‘3 waters’ (drinking, waste and flood), along with funding and chronic corruption. The expiring 5 year strategy delivered <15% of promised programmes.
SOLUTION
Reviewed the expiring 5 year strategy to identify lessons learned. Designed the strategy for the next 5 years, focusing relentlessly on achievable (‘bankable’) projects and resisting political pressure for high profile vanity projects. Gained buy in of the Executive Director (a direct appointee of the President) to the key capacity building programmes, such as project management, risk management, process re-engineering etc needed to maximise the chances of success.
OUTCOME
A strategy, with 31 separate programmes, that will genuinely benefit all citizens, is innovative (accessing private finance, e.g. PPP for low cost housing), but is deliverable, creates realistic expectations and engages the citizens of Kampala.
